Broadband connection

Dear Sir/Madam,

I am interested in your Broadband connection which is unlimited for just 1,700. Do you mean that monthly subscription(1,700) for download and upload? Is there anywhere it can be used such as Anuradhapura and Kandy?

I wonder if you can help me more details.
